According to the TOS that have been quoted here it literally is. The definition on this type of cheat IS clearly worded.

- Creating, distributing, using, or promoting utilities that interact with the game.

Are also not allowed. So no voice chat since it's a utility that interacts with the game. No logging either! Oh and no keyboard key remappings either, that's a utility!

Even Gamerespace is against TOS if you take it to the extreme. If I recall Yoship made a comment in jest about discord and excel being third party tools.
