Diplomacy and communication are key to being an effective static leader, you should have talked to your static mates and to the offender to hear their opinions on the situation. This would also better inform your opinion and yes, you should give him a chance to stop using it even if your assumptions would end up being correct, for two reasons 1. you could be wrong about. 2. It's about doing due diligence, crossing your i's and t's it would have made you look more level-headed rather than someone who is rash and on a short trigger. Since this now can affect your future finding replacements due to you having this reputation.

I am still skeptical that OP gave us the entire story. It seems unlikely that after some time of raiding that they just so happened to find out they were cheating and immediately boot/block them without any kind of request to stop or warning of some kind. Especially since they were streaming the mods. It sounds more likely to me that there was some kind of falling out and they are using modding as an excuse to kick someone and that is really why everyone is mad. That is just speculation though, no way to say for sure..
