Suggestion: UI mouse over targeting

Can we, please, have a function to cast a skill on a party member when just hovering a mouse pointer on them in party UI and use a skill? (like it's implemented in WoW but without involving additional buttons)
I know that we have a "soft target" function when you target a party member with your mouse wheel but it's not really convenient. My mouse wheel brake pretty often and when I'm playing astro it takes additional time to target a party member for a card and it's not convenient when I need to move a lot in duty. Currently I use macroses for AST cards (as I'm sure a lot of other people too) but they don't queue and usually I need to push the button multiple times to get it to work what causes oGCD clipping.
I think this function can be a big QoL change for people who play healer classes, especially astrologian.

You can do this with macros, but with macros being intentionally bad for combat, it's not recommended.
