This game only began getting billed Nov/Dec. 2011. That is what they mean by "playing before the start of billing", it has nothing to do with free trials, which is what I think is confusing everyone.
Basically:

Yes. You can confirm your Legacy status using one of three methods:
We will periodically send out notification emails to those that qualify for the Legacy campaign.
The Legacy logo will be displayed when logging into the Square Enix Account Management System and visiting the "FINAL FANTASY XIV" service account section found within the "Select Service" menu.
The Legacy logo will be displayed in the upper left corner of the Character Select screen when logging into the game.

Well that is really crappy. They should update both the Lodestone and Customer Support sections for the legacy system. Both only give a description saying something along the lines of "Pay for 90 days cumulative game time from January 06, 2012 and the start of the 2.0 beta to qualify!" shedding no light on any of these dev posts.![]()

Requirements for Legacy Campaign Eligibility (5/21/2012)
We have received questions from the community regarding when they need to begin playing FINAL FANTASY XIV if they wish to qualify for the Legacy Campaign.
In order to fulfill the requirements for the Legacy Campaign, a player must register his/her copy of the game no later than Thursday, May 31, 2012, and have subscribed for a minimum of 90 days beyond the conclusion of your free trial period.
Information regarding the transition from the current game to version 2.0 will be announced on the Lodestone in the future.

Am I able to pay for 30 days three times to qualify for Legacy? I registered before May 31st, 2012 and my free trial period is ending soon.
I have the same question. I registered my game on May 31st, but because SE didn't allow me to register a payment method until later in June (had to contact SE support services to get them to fix my account), I didn't "start playing" until later - even though my game was registered.
Now I'm on my 30-day trial, but I'm signed up for 90-days as soon as billing kicks in. Am I out of luck anyway? Did we have to "start playing" before May 31st, or just have our game registered?
Both of you will be fine, sign up for the 90 days to be safe. It's register before May 31.
