All severs have an active NA population. But nobody is going to 'handheld' you to 50. You need to put in some of the effort. People will happily party with you of course, but nobody will be interested in helping you if you're not going to pull your own weight. No server has more of an "influx" of newer players than another, because there are not a lot of newer players at the moment (though that could change in a few months).

The only exception to the servers thing is ragnarok, which was specifically created as an EU-friendly server.

Also, after 2.0, players will be able to create a character on each server, so when that comes around you can create a character on another server if you don't like the one you chose the first time.
