Remove FC housing entirely

Make it so FC's need to be 45 days old and have a minimum of 20 members before it can purchase a house.

There's already a membership requirement, and raising it isn't going to do anything. The people who are causing the problem have multiple accounts and can easily throw 19 alts in an FC, pull them out, and then go bid on another house. This harms legitimate FCs more than it harms the abusers.

Also, having a house in the first place is one way FCs show that they're committed to the game. You're sawing off the bottom rungs of the ladder FCs climb to grow.
