    It's absolutely fine to use for a brief period.
    When you have a one-loot lockout rule, you pass on everything you don't want, hold off on the one thing you do, and you wait 15-30 seconds for other people to claim their preferred items.
    This prevents other people who may have just rolled on everything willy-nilly, from snatching up that one and only thing you needed. That's perfectly fair.
    But after about 30 seconds, and/or as soon as every other item has been claimed, it's apparent that someone else also wants what you want. Then you roll and get it over with, because the two of you aren't gaining anything from waiting any longer than that.

    Same goes for rare loot without lockouts, if people haven't left the duty in the first few seconds, they're obviously holding out the same as you and you have nothing to gain from waiting, just roll.

    That said the roll timer is there for a reason, and it would inconvenience those in cutscenes or otherwise unable to roll if that timer was reduced further.
    The best thing would be periodic warnings, prompting people to roll for loot, perhaps once per minute.

    So I did a Euphrosyne the other day and I was waiting on the TT cards to be awarded. And some guy sat there and sat there and realized he was on my server. Ultimately, about 18 or so people left and this guy won the card. After we got out of the duty, I sent him a tell - trying not to be nasty or confrontational about it.

    He claims he was on his 35th run of Euphrosyne and had lotted upwards of 97 and never got the card. And he wants all of them. And he's lost cards multiple times to people that win 2 cards in one run or people that even openly boast that they are lotting Need even though they already have it.

    I feel for this guy. In some cases, players find something lacking in the system, something developers should have addressed years ago and then take advantage of it so they can move on.

    I don't agree with loot camping and I do wish the timer was less than 5 minutes. But players will do what they can do "beat the system" especially if it is completely "legal" to do so. Look at what happened with MSQ Roulette. The number of people dropping Castrum became such a problem that SE eventually just killed Castrum/Prae and remade it to sort of even out the reward vs time aspect of it.

    Players used to also keep backing out of dungeon queues popping because it wasn't Party In Progress since they wanted that quick clear. They put in the "3 withdrawals and you are out" penalty. In a similar vein, they also put in the 30 minute dungeon abandon penalty.

    Withdrawing/abandoning in favor of another duty is within the rules, the same way waiting 5 minutes is. Maybe SE will eventually address it. Personally, I think the 5 minute rule is partially in place to give players that unfortunately DCd at the end of an instance enough time to log back in.
