What you do is recruit in Party Finder and then let them know on discord that you've set it up and are recruiting, then the few people interested in this content can log into the game just to do it with you.

Logout to character selection, then right click on your character and visit another data center.

im trying to find people to do newer and older content with too, trying to build my fc with dismal results. im on the primal data center, and would love to play with you.

There are plenty for NA as well.
