If I modded here, not a whole lot would change. I would just be looking for clear violations of forum policies, and I haven't seen much of that. Perhaps a bit of profane language I might have to toss a warning or two on. I have stated many times that I would much rather people get their frustrations out here on an internet forum than for their pipes to burst in a much worse way at their place of work, at home, a public scene, etc.Honestly I would be rather lax on everyone. I know people get heated and I know people like to argue. That's all fine. If things get to a point I felt like action needed to be taken I would be like "Hey this right here? *points to post* Please don't do it like this."
That would be all the action I would take unless it just kept going. Then I would have to put in forum suspensions...and personally...I think there shouldn't be a limit on suspensions unless whatever the person was doing was extremely...harsh.
I believe you. But only for birds that spend a lot of time around human company. Crows, pigeons, blue jays, seagulls, etc. Majestic birds like condors, eagles, swans, various jungle birds and so forth aren't too fond of people and I think are ok. I am thoroughly convinced that the shoebill was placed her by aliens though.

The devs definitely don't come here, as they don't speak English.
I suppose the best we can do is havefalsehope that by screaming enough into void someone might pick it up and bring it to their attention in a language that they actually understand(Japanese)...
As for Mods, probably just the bare minimum of making sure rules are obeyed.
Your best bet is to post on the JP forums, EN and the rest are just community playgrounds at this point.
JP will out you for being bad at JP and your post will be removed. Post as they do in this section and your feedback will get through. People post tips on this thousands of times over, but the xenophobia / racism /whateveryouwanttocall it is real here.
I'm half tempted to see if they are hiring for mods.
