I don't agree with collision detection. Everybody should already have a mapped hotkey for "target nearest NPC." The "crowding of NPCs" is only a problem for players that don't map something to handle that function.
You make a great point I will add that into the edits!

That hotkey largely eliminates the main issue players have been complaining about regarding mounts in cities.

All the other major games are fine with it so I believe many players are creating imaginary issues that simply do not exist around mounts in cities because they have not experienced it in other games. Either way suggesting mounts in cities gets flamed in the most toxic way... **Gasp** rofl

I would happily settle for a PVP toggle though, seems like a fair middle ground to me.
