I'm up at 195 and still can't get HQs very well, but still not sure of the cap. Moreover, the PER on the off-hand doesn't shop up in the attributes, so that doesn't help. So, really not sure.

195 should be 19% hq find but on items that are higher then you, there is a -%, I gauge it at -5%
So you should be seeing 14 hq out of 100 ore
As far as from what Ive read, gathering effects off hand hq, but who knows for sure and i cant find the dev post on it
