Honestly easier to test it out yourself
Okay at perception 155, not a bit of difference, I also talked to somebody on our server that had the Hamlet diggers helm and the Militia bracelets equipped. They said not a bit of difference noticed with those two, hq discovery +20 and perception +30. I find that to just be sad/stupid, why even bother putting this gear in the game, work so hard to get it and not even make any difference....
Oh and it was a good test he was running because he was mining with two characters side by side at the same time...

its 0.1% to HQ find per 1 perception, so the +10 armlet gives a 1% increase
Every item has its own HQ find % per your lvl like gathering grade 1 at lvl 50 might give you 25% hq find per item and gathering grade 5 item at lvl 50 would be only 5% HQ find
Just get to the max available 170+ and have a +17% hq find...

Stat increase on quality and double down are the same. every 1 = 0.1%
Because it's the same as STR and Attack Power, or INT and AMP. Perception is the base stat (STR or INT) that influence the chance of finding HQ items, and HQ discovery rate is a direct increase of that chance. At least that's the way i see it.
all i can say, is i see a noticable difference when i have percetion/hq find gear on as opposed to when i dont

How noticeable? Without the HQ find hat, with 170 Percep, I usually get about ~1 HQ per every 10 NQ when logging something like Spruce or Rosewood, both of which are G5. Could you quote a ratio?
They need to add a comprehensive stat breakdown page.
One that shows the effect of stats on things such as HQ find and quality on crafting, m.acc/acc on hit rating etc.
I really hope they plan to do this in 2.0 the current stat window is pretty useless in informing players of what effect stats increases actually have.
