I have some mixed feelings about this, but generally speaking I believe this to be a smart move.
Still, I would like to learn more.

Show me the evidence that we don't gradually gain access to recipes as we level up so that, effectively, we can still craft everything.
I think the recipe book is going to show everything you can craft at your lvl, rather than you have to learn what the ingredients are and imput each ingrediant individually. It wont include things that are too far above your level, and will eliminate having to go to lodestone or whatever to find out how to make it. As you level up, more things will magically appear in your notebook.
if you can make it, it will show up.
At least..... I HOPE that is what they have planned. if it is how OP is thinking, i will be upset about it too.
The way I expect it to work will be pretty much how Reika explained. However, this would not only streamline the UI for initiating crafts, but also open the door to including some high level recipes that you need to learn via quests or some-such content. Sort of like an endgame for DoH.
Essentially, the vast majority of things you can craft will be learned automatically by leveling, while some high skill recipes can be made so one has to learn them via content.
It would make sense to learn new recipes as you level up.
Like this thread if you hate people like-farming with pseudo-poll threads.
