Because that's not the way SE has designed the system to work.

Because that would mean getting their teams to build 50+ new housing districts instead of having those developers work on other things. Wanted a new dungeon? Oh so sorry, the team is still working on 14 through 17 out of 50 new housing districts. You'll have to wait.

Now if they had gone with instanced housing instead of ward housing, it wouldn't have been a problem. Snapshot X area of a zone to be copied as an instanced location for players to use for their housing. That's what RIFT did. Outside of a handful of specialty Dimensions, each one was a copy of open world zone assets minus the objects and NPCs.
