    There is a work around, and I know because this is basically exactly what I have set up.

    For ease of communication, the bars that are activated by double-tapping (and can be displayed as a second set of cross-hotbars to the sides of your main one) are known as the WXHB or Double(U)-Cross-Hot-Bar.
    The setting for holding one shoulder/trigger button and pressing the opposite to bring up another set is known as the Expanded Cross Hotbars.

    I use the Expanded hotbars for combat skills, as it's much smoother to be able to adjust loudouts by holding down triggers in different combinations. But these can't be displayed permanently, only the WXHB's can.
    In order to have those 'hidden' skills always visible however, I have a second set of linear hotbars visible, like you'd get on PC. You can't use these with a controller, but you can place them and resize them as you like via the HUD layout settings. This allows you to set specific skills you need to keep an eye on.

    It's simply a matter of setting which hotbars are used for WXHB, which are used for the Expanded hotbars, and which are used and shared for your additional 'HUD only' hotbars for visibility.

    Here's an example:



    The straight bar above my HP/MP/Job gauge, shows the important skills on my Expanded hotbars that I want to have visible at all times. (I've used four straight bars here to get a sprint icon (mapped to L3 btw), my potion and Inner Release in seperate places.

    Meanwhile double-tapping brings up hidden WXHB's that feature non-job specific things like mounts.

    The workaround works, but still has the main issue in I just want to see both bars I use in combat without them bouncing around on-screen. It still just doesn’t flow properly visually to my eye. Sure, I could put my tank cooldowns there, and have them off to the side, but I’m liking being able to see both my sets of bars on screen and use the expanded controls to function as the WXHB, and vice versa. That way I can use muscle memory for my quick glances at each cooldown in a familiar way without having to increase clutter on screen.

    Oh well; I’ll try with a keyboard and mouse, but the curser already feels like it’s covered in butter lol.
