Even if was, that information is wrong. At least here in Brazil you can buy from Steam store or directly from SE store the digital version. I play this game since ARR and I bought straight from SE and didn't fake my address or use VPN.
Yeah, in this one way being able to buy from Steam is awesome.

If we increase GCD to 5 seconds we can level the playing field even for gamers with over 300+ ms latency!

Unfortunately, SE listened to them that it was the "Australians" that was the issue when really the biggest English community there is SEA.all i want is an NA east data center. that's all. i don't know who was asking for an OCE one because the OCE people i knew had no interest in leaving (the only ones i know who have are ones that are southeast asian), they all told me that they grew accustomed to playing at high ping

Yep. As an Indian I ping around ~70-80 ms on Singaporean servers for example, like PoE or Steam download servers. A SEA player wrote an interesting post a while ago that it wasn't just geographically bad but also the NTT network routing is horrific. Pair that with Australian copper and no one outside aus/nz is having a good time.

The sad thing is that people from SEA are registered to NA and OCE locations because the game is unavailable in those countries.
If Square Enix actually did any kind of research before caving into the JP playerbase's request to get rid of english players, they would have realized that 70%+ of the English Playerbase on JP servers were SEA players.
Australians were the minority, as we always are. Overall we just got screwed on both ends, and the English community got split.
Now we have 5 dead servers and the English playerbase on Elemental is smaller than ever.
I ended up moving to NA because 200 ping isnt that big of a deal compared to 2 hour queues on materia.

For instance, there are enough Brazilian and Argentinian players to easily populate a Data Center with three or four servers.
