Just looking up your proper rotation on the Balance or elsewhere and trying to be cognizant of mistakes regarding cooldown timings and uptime is more then sufficient to get you through savage. Even ultimates generally aren't that strict of a DPS check if the group knows when they should be pooling resources/dumping cooldowns.

I would agree that the game itself doesn't do enough to indicate to you whether or not you're playing a job "right", though, thus many players who didn't do their research get a rude awakening when they hit endgame and suddenly realize they need to change things up drastically...or not, and while Stone, Sky and Sea exists, the dummy tuning is rarely very accurate.
Unfortunately all of those guides and proper rotations exist purely because of ACT. The balance discords and all of the website use ACT to theorycraft and test the rotations to create the proper openers and rotation. So without them these wouldn't exist and players would simply be left guessing which would likely reduce the over all damage your average player who doesn't theorycraft does.

I honestly think SE needs to admit that most of these plugins exist because their design philosophy has driven it. Tight DPS check margins means everyone needs to be working at their best levels, which you can't tell if you are based on game feedback. It's nice that they want to avoid the drama that most DPS meters create, but at the same time this has created a huge issue with people needing to mod to get the feedback the game doesn't give because while SSS was a great idea on paper, it just doesn't actually do what is needed of it.

So yeah, I'd be against it. I also have issues with anti-cheat software because of my experiences with ArcheAge and their rootkit which really messed up my PC and took forever to get off even after uninstalling the game. At best such things are pointless because people get around them and it only slows down legit players. At worse, well as some have pointed out there are a number of Anti-cheat programs out there that are notorious for slowing down PCs, severely large number of false flags, etc. Add that to the fact that many of these mods exist because SE can't be bothered to add the features to the game, can't seem to work the headgear for two races, and refuse to give players proper play feedback so they can ensure they are doing all they can to not hold their team back and yeah, putting an end to this would be a nightmare for them.
