No. You don't get to "what if" on this.

Two questions.

1. Are you okay with square enix breaking the law to scan in Japan.
2. If they can't scan in japan, are you okay with everywhere else in the world not being able to use addons while JP players continue to use them.

That's really the crux of this.

#1 I don't play in Japan so idc what they do considering if they are caught modding it is a worse consequence than crimes like grand theft auto and armed robbery in America.

#2 Japan is very weird culturally vs America, i mean a guy was arrested for selling a modded save to a SINGLE PLAYER game that just gave you items earlier than normal in Japan. So i expect Mods to be few and far between compared to westerners as they see the need to use them as a crutch for weak (probably why the harrasses unnamed for the dishonor they brought to the point its been reported some have deleted their accounts)
