In FFXIV, checking ID, plates and insurance is akin to your login information and your CC to pay for the service. That's the roadblock. Anything past that is an invasion of privacy.

We don't live in a communist state where we don't have these rights. Why give them up so freely? Besides, as has been noted, these measures will mostly effect players that are playing legitimately. Cheaters will find a way around them.

Essentially, your "roadblock" is just the road that legit players travel on. Cheaters will just drive around the roadblock on an alternative route, leaving the rest of us to deal with the inconvenience.
In the end people REALLY motivated to cheat will cheat no matter punishment or anything...however the "roadblock" anticheat is just a deterrence that vast majority would abide by and not go around. People obviously can do what developer REQUEST them to do so adding a deterrence is the next logical step. The only sad part is some qol and just non cheater add-ons would suffer from this and that would be something square would need to heavily implement before doing this
