I feel like FFXI did it right. If you missed out you got to obtain the old items next year, along with new items sometimes.
(I've always hated games where you could miss out on gear that was just for looks - never get the chance to obtain it ever again.)
SE, please let those who missed out on swimsuits obtain them through an NPC or something this year. I'm sure it would mean a lot to them. <3 ^^
