Steps:
1. Googled and found similar issues with the same quest since 2019.
2. Unable to find new reports of this on 2023.
3. The NPC is not where its supposed to be

Have you completed the chatter quest before it: Precious Reclamation, in the Doman Enclave? It'll lead you directly to Hozan.

Check your journal under completed, if it's not there then you need to go back and do that before you do this.
