Compared to playing offensively you're already get a low reward for playing defensively. 90% guard, and it can be pierced, broken, or even negated entirely. You have Purify, and it doesn't even have the highest priority. How much lower you want the general defense to go?
I'm not really sure how adding that effective 60K HP from recuperate to the base HP pool so it can't be "wasted" from dying before you run out of MP would impact the gameplay dynamic negatively.

It would actually work to the favor of XIV's slow server ticks because higher average time to kill means more time for guard/purify to take effect and potentially get you out of a tight spot.
