Can someone elucidate me on the lack of betting games in the saucer? I understand that gambling laws effect the rating of the game, but doesn't MGP circumvent this?

I'm guessing this is exactly the reason there's no real gambling. As a worldwide game they're probably playing it as a safe as possible to not run afoul of any potential anti-gambling laws. Otherwise if the EU or whatever changes the rules SE is suddenly has to change everything in a rush. Easier to just avoid the issue entirely.
Most Gold Saucer games have either no or a negligible loss when you play them. Even earlier versions of the game had some loss, but they weren't steep. Mini-cactpot used to cost 50, 100, 150 - making it so there were plenty of losing tickets. Some of the min-games cost 5 MGP to play and you'd only win 15-25 with the possibility of walking away with 0.
However, none were truly gambling games and I doubt we will see that either.
I feel like the goal of the golden saucer is to be more like an amusement park than a casino. I think on top of the aforementioned ratings issues the devs wouldn’t want to risk adding a kind of pressure or fear or loss to the games available. Hence why they’re all cost negligible and don’t involve gambling systems (i.e slots). If they did, they’d have to address the inevitable darkness of losing everything one has (house always wins lol) which would probably drag the atmosphere down
won't happen for the same reason Pokemon Fire Red and Leaf Green got rid of the slots. CERO and PEGI are both extremely strict on gambling in games that aren't strictly 18+
Also, Japan itself has really strict gambling laws.
