Unable to finalize housing lottery purchase

Steps:
When I try to finalize the purchase of the plot, I get the message: "In order to purcahse a plot of land privately, you must have at least one class at level 50. Furthermore, you must hold a rank of second lietenant or above in one of the Grand Companies.", yeah, I have several jobs at 80 atm, and I'm a first lieutenant in the Twin Adder. I previously own a plot in the Goblet, so I very obviously have the requirements. I'm currently in the Maelstrom at a lower rank, but that didn't stop me from entering the lottery. I still very clearly have first lietenant in "one of" the grand companies.

I grinded out the entire Maelstrom up to second lieutenant, and that fixed it. It seems to completely ignore if you're second lieutenant in any other GC.
