There are icons on the top of the ward selection that indicate personal or FC.
I give this this tidbit of info instead of the direct answer, in case the direct answer changes over time.

But just out of curiousity, is the breakdown of wards classification different for every server? So i cannot just tell my friend, whos in a different server, ward 20 is FC only?

As far as I am aware, the classification is the same across all servers. Though they did mention at some point being able to change them if needed so that may not always be the case. SE can be a lil lazy though so it will likely always be the case.

The list I wrote in my post is the ward breakdown for any server that is not classified as "New".

New servers consist of the Materia & Dynamis datacenters as well as the 4 new worlds recently added to the EU datacenters.

Their ward breakdown is:
1-9 FC Only
10-24 Private only
25-30 Not available

It's basically identical to what the ward breakdown was in older servers before 6.3
