Unavailable for Purchase

I have been out of the game for a few months. I'm back and I'm looking to relocate my house to Ishgard. There's plenty of housing available, but when I click the placard, it reads that it's unavailable for purchase. It explicitly states that it's available for purchase for FCs and private buyers, but unavailable for purchase. What am I missing here? Is there a moratorium on buying houses at the moment?
