Ouch, you just missed the first lottery round for the big addition of 5 new wards. It would have been the best possible chance to relocate. However, you may still have a decent chance. It looks like there will be over 150 Ishgard houses available to personal buyers on Behemoth. If you are going for a FC house, you can probably still get one without competition in the FC only wards.

Wards 1-6 and 25 are FC only
Wards 7-20 and 26-29 are Free for all. When bidding in these wards you will be presented with a choice of bidding for yourself or behalf of a FC. Make sure to pick the appropriate choice!
Wards 21-24 and 30 are private buyer only

The next bidding round starts in a few hours. Don't rush your bid. The bidding period lasts for 5 days. If you want to maximize your chances, wait a few days and see how the bids are stacking up on the houses. That way you can at least dodge some landmines that get a ton of bids early on.

When you bid, it will ask for a deposit of the full purchase price. Make absolutely sure that you are at the proper plot and that you are bidding on behalf of the appropriate entity (personal or FC). Once your bid is placed, there are no takebacks. You cannot cancel it, and a GM cannot cancel it for you if you messed up. So take your time. There is no prize for speedrunning your bid. At the end of the 5th day of bidding it is results time. Go back to the placard and either finalize your new purchase if you won or collect a full refund if you lost. If you forgot what plot you bid on, you can see your lottery entry under Duty -> Timers -> Estate

Is there a list of wards for all servers for individual vs FC wards only? I tried googling it but I found so many outdated lists, even there’s a post from Dec 2022 that said all wards are now open for both. So which one is the most current information?

There are icons on the top of the ward selection that indicate personal or FC.
I give this this tidbit of info instead of the direct answer, in case the direct answer changes over time.

But just out of curiousity, is the breakdown of wards classification different for every server? So i cannot just tell my friend, whos in a different server, ward 20 is FC only?

As far as I am aware, the classification is the same across all servers. Though they did mention at some point being able to change them if needed so that may not always be the case. SE can be a lil lazy though so it will likely always be the case.

Lotto system is much better than the miniclicking game we had before, but damn if it isn't dumb.
Just make it so you can participate from monday to friday, then give us saturday-sunday to reclaim. Much better.

The list I wrote in my post is the ward breakdown for any server that is not classified as "New".

New servers consist of the Materia & Dynamis datacenters as well as the 4 new worlds recently added to the EU datacenters.

Their ward breakdown is:
1-9 FC Only
10-24 Private only
25-30 Not available

It's basically identical to what the ward breakdown was in older servers before 6.3
