The Data Centers are the main server computers. Each of them are running multiple Worlds. Going between Wrolds on the same Data Center is easy because they exist on the same physical machine.
When you travel between Data Centers, the server needs to send your character's data over the other server. Which is why there's that wait of varying length when you do it.
Unless you'd be willing to wait for the length of time it takes to jump between all Data Centers in your region (which can at any point in time slow down drastically due to traffic), before you can join a party, it isn't physically possible to do.
Don't really need the devs to say anything. Data centers are physically separated from each other which is why you can't data travel while logged in. They have to copy your data completely and move it to a different physical server, unlike world transfers were everything is in the same server cluster. At best they could probably set up a system that allows you to search party finder lists on other data centers, but joining them and chatting with party members seamlessly would probably be insanely difficult. The "solution" would probably be for the system to send a request to hold the slot and then having you log off to copy your character over.
