Its been fixed now, I guess with last nights maintenance but it didn't count while it was stuck at 88 and I done so many GC leves there, its been stuck at 88 since around patch 1.22a. It just went to 89 right now when I was playing. Makes me wonder what other ones have been broken as I don't track it always. Just frustrating!
