You are making the wrong argument. You cannot know for sure who needs/wants and who does not need, how much positive to measure in ounces and to whom. It's the same as... let's not build good and new houses, because some people are used to living in a trailer.
But this is all casuistry. The bottom line is:
1. Many people cannot use the option because the windows overlap each other.
2. If we are talking about quality of life, everything should work as intended, and it obviously does not work that way with the addition of new interface details.
3. This game claims to be quality and caring for the players, especially since the players are not passive observers and naturally give feedback.

All your arguments seem to be about why you should be able to give feedback, whereas I was addressing whether or not people want feedback in the first place.

There is a point (usually once they reach the 1500 recommendation threshold for getting mentorship) where people don't actually care about collecting more recommendations, in which case they have no need to stick around unless they want their ego stroked.

This would be really helpful outside of PvP too, I've had so many times I wanted to commend someone only for them to leave, and then I try to commend someone else, and they leave and then... I'm left giving nothing. It really sucks.

This is especially apparant in ranked where the rising star / crystal credit screen pops up first. Perhaps it'd be a bit annoying, but having the commendation screen pop up before the results, maybe while your rank changes, would be good.

Also, another suggestion: If I'm in the party then all commendations should go to me by default.

also there is a reason why i COULD want to commend someone. Maybe this week i have very LIMITED TIME to play but still want to do the weekly challenge: "Give 5 comms"!
