A lot of Blizzard's early Warcraft art was heavily based on Warhammer. Their nagas are more directly copied from Snakemen.
In Japanese mythology, we have the Orochi. It’s represented in FFXIV with Seiryu whose true animal form is a giant snake but became a dragon.
Blizzard and several other RPG companies copied FF who copied Dungeons and Dragons who copied Tolkien (and several mythologies to the point of it being mangled; Balor is NOT a fire demon), who in turn copied from the Bible, who in turn copied from the semitic religions in the middle east.
It's all one big game of Telephone.
And often either enemies are close to the original versions, or they're just "whatever". Take what Naraku just said:
In FF14, Seiryu is a snake who became a dragon lord through people believing in the Four Lords.
In Type-0, Seiryu is an actual dragon.
And then in FF12, Seiryu is a fish, the Slyt, who the bestiary says locals call it the "Azure Dragon".
So, okay, Nagas look like snakes in this game. They're going to look closer to their real selves elsewhere. It's honestly not that big a deal.
