I actually plan to tour the new wards next month on Coeurl Shiro and see how many houses are just a steward/bell and nothing else. I suspect it will be least 30%

This is a direct symptom of the FOMO housing system. People who are otherwise not interested in housing feel compelled to bid during ward releases because they know they cannot depend on it being available at any time that they may suddenly become interested. That's why we see thousands of bidders during ward releases while there are typically only hundreds competing for the trickle of houses in between.
