    With the existence of stat caps in play you cannot always look at gear as slot-for-slot swaps. To answer the above question and give advice, it is better to cap stats before going for extra attack, or moving for accuracy depending on the encounter. Damage output will depend on all your gear together. If a single piece is better in every matching category than another, then it is better, otherwise you can sometimes do gear musical chairs based on materia slotting available to get better stats than what you're wearing.

    Actually it isn't. Anytime a stat can be gained in huge chunks in non-head slots, the stat becomes easy to gain. double meld PIE on body, and double up STR on hands and you can get pretty close. My DRG has capped stats for Ifrit weapon and I do not even play it. I am also still wearing DRG leg/feet AF too due to having triple melded STR hands. But with the right double melds, it's not difficult to cap stats on WAR, DRG, or even BRD.

    Also, you say above that "Str is more important", and yet you're using Drachen Gauntlets... make a choice (hint: it's not the AF piece).
