Target engaged enemies only not working

It doesn't matter if I have the setting on or off, solo or in a party; when I cycle using tab yellow enemies are still being targeted as well as red engaged enemies. Makes things hard if there are a load of enemies on screen e.g the wolf pen in Natalan.

2. attempt to cycle to next engaged mob but target other mobs visible on screen as well

Not sure if that's what you were meaning by steps. I couldn't be more specific with the timings and pos etc. as it happens every time I'm fighting a group. If you like I could test this in different areas and note my pos and times etc?
