Suggestion: FC self sastainability

I would like to make a suggestion to the current way the FC's opperate as far as Gil is concerned. As most of us know the income of the FC is dependent solely of its members "Good will." I would like to propose two ideas that would address this issue.
1st. Set it up that all, or a portion of the sails from vendors at the FC will be transferred to the FC instead of returning to the system so that not only does the members benefit from the vendors, but the FC does as well.
2nd. Same as the above, except with any retainers selling at the FC property. Two thoughts come to mind with this. a.) The retainer is separated from the traid menu, and operates similar to that of the vendors, where all, or a portion of sails is transferred to the FC. b.) all sails the retainer makes will be transferred to the FC and the retainer remains connected to the trade menu.
Both options a and b have their pros and cons. For example: option a the retainer operates as an Isolated unit from the market bord. Encouraging exploration and traid because some FC's might be selling items not on the market board, or at special discounts. The opposite can be said as well. Can't rule out human nature. Option b. The retainer operates as usual no surprises, but no "incoraged" interactions between FC's and players alike.
In closing. With any of these changes both Players and FC Benifit.

AMENDMENT: All FC's have their own retainer representative. The higher the FC rank, the more retainers they can employ.
