Intervention is basically what Clemency is supposed to do.
You shouldn't use it, but it's not bad to have it.

Clemency doesn't takes space, you can remove it and not feel bad about it.
Making it an oGCD would make PLD a bit too strong.
I'd rather they remove the potency heals from GCD attacks, or reduce them if possible If it's argued that this would bring "too much self healing to pld" PLD has ok tools, I'd argue that some things in it's kit still aren't great, holy spirit healing and Holy circle are nice, but you still get 2000 of your burst that is used at likely a situation where you don't even want it, and again it can't target other players with a majority of its sustain and support, which I think makes no sense for PLD, you'd expect it to be able to heal allies more then a gunbreaker or a warrior. Not to mention how late you actually get to use your self healing on PLD, I feel like sustaining from magic attacks sounds more like something Dark knight should do... PLD should have a active heal option.

I personally want Clemency to become apart of your MP management as MP isn't really a second resource on PLD, I think it could make the job really fun and unique having a defensive resource tied to your MP while you have to make sure you don't run out on MP for spells by overusing it, If It's op we can remove/reduce Sustain and I'm not against that, I generally like current clemency but I believe my changes don't really break or ruin it's more niche side as if you want to spam it, it's going to still cost you DPS, I think you could easily slightly reduce the Health you get from holy shelltron/intervention or remove the massive self healing PLD gets from magic burst.

PLD has decent tools generally, I wouldn't even say PLD's got better tools then warrior considering how much self/party healing warrior gets and how quick of a Invul they have, PLD just feels "ok" right now, not to mention situational abilites like cover and even Passage can be a bit gimmicky.
