Because cash shop items are the fast turnaround projects to reuse assets. Giga is probably modeled like a lot of other NPCs. One piece sets. Why would the actual dev team make NPCs wear multiple pieces when one is enough and they don't plan on giving it to the players. Cash shop devs not the same devs making content for 14.

Most just want the boots, if they sold just those seperate and even doubled the price, folks would prolly buy that over current 1 piece outfit :P

They keep cutting corners and people keep making excuses for them instead of thinking about the question: What are they shifting the focus and care for if it's not 4-player dungeons (long since they changed to 1 per patch despite all being simple hallways with 3 trashes to spam aoes at and 3 bosses), MSQ scope (6.3 had a really short MSQ chain), animations (no, they did not spend months just animated Buuz being torn in half), mogstation (a handful items get added ever so often, and even less entirely new attire, furniture or mount models are included in those updates), mounts (vast majority recycle previously created models then modify textures/color), enemy models (they have been rehashing the same two dozen for multiple expansions outside of raid bosses), gear design (blatantly obvious color or texture swapped gear from expansions ago more often than not), or exploratory content?
AFAIK they have more than just 14 people working on the game. Maybe 90% of the team works on X.0 content and the dozen remaining end up making content for the 1~2 years between. That'd be ridiculous and is obviously not true but it sure feels that way.
I mean, most of the 3d work seems to be done, which is modelling the stocking/boots for every race size, and since they aren't visibly connected to the dress all that it takes is isolating the 3D assets to make a different item.Because cash shop items are the fast turnaround projects to reuse assets. Giga is probably modeled like a lot of other NPCs. One piece sets. Why would the actual dev team make NPCs wear multiple pieces when one is enough and they don't plan on giving it to the players. Of course, that is still work but the set would sell much more. There are people (myself included) who would buy it just for the shoes.
+1
The best looking platform boots in the game and it’s a linked set only… Really disappointing
AGREED I WANT THOSE BOOTS WITH EVERYTHING. And also the hair((((
