They are similar in some way, but how you are comparing them, is like comparing an Ipad to a Archos Tablet. Sure they can do most/or around the same things, but there is a performance difference between the two. Their specific hardware and the performance differences of each, is what sets them apart. AND although as you point out, they are somewhat the same, the PS3 wins hands down in better hardware. The faster processor, better video card and higher memory bandwidth of the PS3 would be better for FFXIV to run. If I recall correctly, it has been said that they are dumbing down the graphics a bit, making it so you can;t see as many people on screen and are toning down from the pc version to be able to get the PS3 to run FFXIV..... then I would assume taking it a few notches down (from that) to make it run on the Xbox wouldnt be a good choice. It would look terrible and wouldnt be worth the development time for.
It would look like any HD 360 game, FFXIV (if they go by their origanal plans) will only be in 720p as opposed to 1080p of the PC version, this will help the frame rate a lot. 360 should be able to handle 720p and lower draw distance a bit, which shouldn't look too bad.
