It's already been explained from old Tanaka: ffxi made it because xbox live was still young and microsoft wanted more audience for that service. Now live it's a well-popular service, so now they demand gold membership for ffxiv. Basicly, you need to pay for live + monthly fee for the game, and the game running on their servers.
Sure, people don't buy a console just for 1 game and wil probably pay in every case for other games, but the point still remain.
Not considering xbox being pretty almost unknown for japanese players.
