A dev team said that the spell are from last year oct and that why you see it on the 2.0 system that would be gone once they redo the system to the current 1.0 spell system.

In 2.0 we are still adjusting some of the actions and planning additional new actions as well but basically after the action changes those actions will be carried over to 2.0. For that reason there are no plans to bring back the tier II/III actions actions.
