It's not the level requirement that's at work. It's the story requirement.
It makes no sense to be able to purchase in Shirogane when it's intended to be a residential district for foreigners who frequently visit or do business in Kugane and the player has never been there.
Likewise, Empyreum was only built for adventurers because it was an adventurer who helped to end the Dragonsong War. Within the low level player's MSQ timeline, that event has yet to happen and so technically Empyreum doesn't even exist yet.
That a player is allowed to visit the house of their FC or a friend in either District despite lack of MSQ progression is QoL for the social aspect of the game but it doesn't mean they should be able to buy there until they reach the appropriate point in the story.
No one is stopping you from going to the districts to visit if you got a friend there. You've simplified something just to justify your wants.
How are you supposed to talk to the npc that gives you the housing quest if you haven't gotten far enough in the story to visit Ishgard or Kugane? By either doing the quests to get there or buy a story skip.
