Sure they can still be bad but they cleared at least once and that's at least once more than the person with no clear.
I took what Amarande said not as saying that the group leader had to take in a new person but that they didn't feel like they were allowed by the community to make that choice as the group leader. So those who would allow in someone new can't because they're not being allowed to run their own party.
