Also, I just don't want to see people's glamours in general. I'm just not interested. I want just base game, no glamours (except maybe mine), and maybe the option to display my glamours to other people or not. they are after-all, only for my enjoyment.

Most glamor you see isn't even from the mog station. Also it's a two way street buddy. You not wanting to see people's glamor would be infringing on their right to look how they want to. Sure, if it's client side they wouldn't know unless you told them. Same with anyone breaking the ToS. They could have you looking like a creepy mannequin for all you know. And it's fairly hard to get through this game without doing some pve.

Edit: while not ever answering what it is precisely it is about other's glamors that makes them not want to see them. Nor what their definition of unsafe is.

I'd like to think past seasonal event and cross over event glamor outweighs things that were never obtainable by doing something inside the game in quantity of glamor on the mog station. I mean you have 36 items from past Heavensturns. Which again are part of the base game. The ability to glamor ones outfit is part of the base game. Well technically speaking anything outside of 2.0 isn't the base game glamor wasn't there at 2.0. Yet that would be one heck of a nit pick. Either way no one had to pay an extra fee for the quest to appear.

Sorry to break it to you, but the chances of this ever happening are next to 0.
So…how about old armour as a glamour?
My PLD ready-to-battle glam is composed by a circlet for the head, the Omega Savage V4 Body, Edenmorn Savage Gloves, 2Bs legs and High spikes-like boots from something from Heavensward, all in pure white. It’s a preatty good glam I came with before EW and it does not “break” the immersion for old-style-people who prefers middle aged armours.
A friend of mine has the Eureka Armour Set (final steps) for their all-tank glam in their Aura Male and it’s kinda cool. With an option to hide by default all glams on people other than you, you may miss armours that you may like. That’s bad.
Imho OP idea is stupid.
Before I travelled to other horizon regard the glam matter, I spent a lot of time trying to figure out the best glam for all my nineteen jobs which could resemble the best the idea I had for those jobs.
One of the most thing I found helpful was LOOKING at the other glams.
Some were cool as fuck, other a bit less and every person I met with their unique style, be in full armour or in bikini helped me a lot to build all of mine.
I’ve never came up with my cawgirl-cat style for my MCH if I haven’t seen a cat in Alha Migo dungeon with the Valentionne skirt (the one with the socks black and white, fucking amazing).
Or I never came up with my PLD glam if I haven’t seen someone with the same body armour in Eden Promise.
Or I’ve never came up with my bodyguard suite style for my GNB if I haven’t seen one of my FC members having a simili at style on.
This is why people glams, and thanks God XIV has a decent glamouring system, at least this.
And, by the way…do you know what this option implies, developing speaking?
I do not but I can guess SE should give to your client the option to display the original gear of everyone except you (I hope you are not so greedy to want a per character option to disable/enable glams) where the most of the game works server side.
We don’t even have the Blacklist working on client side.

I think if they could do it, it'd be an all or nothing deal - not sure they'd be able to do it so your character has glams but everyone else doesn't as I assume a glam is a sort of "flag" in the game code "Show glamoured item: 1" or something like that (I could be wrong, I'm no game programmer, just going by past experience with other programming/configurations I've seen).
Also what is the main reason behind needing this? Is it people wearing costumes in group content? Is it the costumes people wear in the city areas? Is it someone harassing you in a subligar?
I'm not dissing the option or idea - just genuinely curious why you actually want it? Personally I love seeing other people's glams and have lost count the number of times I crack up running group content (Prae or Castrum) with a bunch of metallic animals. However, I appreciate some may hate this for immersion qualities and that's fine.
The option described would help with some of these (i.e. costumes in group content), but not fix them all. As an example - say you keep getting followed around by a roe in a bright green subligar any time you go to Limsa Lewd-minsa. You click the option to turn off the glamour . . but he stays the same. Why? Because he hasn't actually glamoured an item . . he's actually wearing it. In areas where there's no risk of getting agro from mobs, walking around in level 1 items has no draw-backs.
