You don't need to drop anything in the basic PLD rotation.
Just stop the normal 123444hs combo whenever your burst is ready, do the confetti burst and then continue the basic rotation were you stopped it.
Even if that means to do 12 of your combo into the FoF.
Because you will even out the dmg in the long run due to not dropping a high potency GCD.

Everything else goes into the optimization and requires knowledge and planning of a fight.
Like in p8s2 when you know your rotation will reset due to a mechanic, you can hard cast HS in the FoF window instead of a 12 combo.
