probably because they know every healer wouldn't willingly add piety materia to their weapons even if they didn't put it on the bis. gotta justify the stat somehow and prevent people from min-maxing even more than they already do.

I imagine they do it to get you into savage. They do the same with NIN where half my tome scouting gear has sks, which while not completely useless, is our lowest priority stat. Same with RDM having to do savage to get gear that doesn't have sps.

Half tome gear in understandable, because your BiS is supposed to be a mix of both.

But when your 4 weapon choices are
615ilvl good stats
625ilvl bad stats
630ilvl bad stats
635ilvl good stats

That middleground, of having absolute garbage stats, feels terrible.

Atleast 6.35 will give us higher ilvl relics (625 or 630) with better stats

they screwed up the black mage weapon for the 625 EX as well. It's Det/DH, meaning it has neither of the substats (crit, SpS) that BLM requires one of on the single biggest stat piece they can have.
