I don't either. I assumed we need to rank up to 11 and 12 first.

I originally did as well but the rest of the internet says if you were already capped at rank 10 prior to update it should be available right away at rank 10. I checked various places and all say rank 10 is required, not rank 11. If anyone can confirm either way, that would be helpful. Thanks!

Turns out the issue was that months ago when I completed a construction, I never clicked on board and completed. Silly, but alas, I can get it now. Thanks random redditer!
