This is probably an extremely stupid question but I can't figure it out.

It states go to the placard, make sure it's available for your purpose (available for private purchase, etc) and then enter the lottery.

However, when I go to the placard it just states "view lottery results" there's no way to enter. It says the lottery ends on 1/15 so I know I'm not late.

I'm over level 50, I have more than enough gil and I'm the correct rank with my GC.

Any advice? Or is it you can only enter the lottery at the top of the 5 day period? So like on day 1?
