It's kind of (in a nutshell, bc I know I'll offend someone with this) why the devs haven't fused Orogeny with TBN when other tanks only have one button to more or less achieve what those two would together.

And that the egregious case of Warrior having literally the same button is meant to show you that maybe that was the case. Maybe Intervention and Holy Sheltron were meant and are meant to be considered as two different skills that just happen to coincide. As we do have a case where two skills could be melded specifically because SE does believe they are the same thing.

I know it's verbose, but TLDR? I was giving you a "why this is the case", and also why you may or may not see those skills be fused together.

Because otherwise I agree with you, they ARE really similar, and the differences are very minor. So if more people agree with that reading, that those are the same button, then EITHER:
1 - Their effect will be fused like what you wrote
2 - Their effects will be the same, but they'll do what they did on WAR's cooldown.
Why would they do #2 and even allow WAR to have those skills separate when DRK and GNB aren't doing that is beyond me ewe;; and yeah, that DOES contribute to button-bloat.
