First off: wanna say this sounds kinda like a bug report or perhaps a configuration issue. As far as I was aware the PS5 already used the 4k UI and could display in 1440p too.

Guessing that the 2070 comment comes from articles stating an equivalent and a quick google gives me the same answer roughly. The PS5 should be capable of doing a nice high profile w/ HBAO standard at least coming out roughly at about 60fps in most non-raid situations and the dynamic resolution option's there (I have no idea if the frametime spiking problem exists on PS5 however) and certainly @ 1440p which I was led to believe was an option.
That's why it seems like you may be experiencing a bug or configuration problem. There's not enough information or an example to really gleam if it is a bug or just looks butt ugly.

Secondly: I love and I mean absolutely love looking at optimisation, and by optimisation I mean profiling. Always been a thing for me, how much power my GPU is using, which settings I can toggle to reduce load etc.
I'm also unfortunate enough to own a 1440p monitor and a 4k TV with a card that's just 1 measly notch above the card you mentioned: RTX 2070 Super.
I'd like to debunk some myths about the 2070, 2070s and 2080's performance range at 4k and 1440p because I've seen some wild claims over the years. Strap in for the wild ride of stuff absolutely no one, no one at all cares about.

Fun fact: The 2070 Super struggles to do a full 4k60 on both high & max settings running sastasha in explorer mode. It struggles to meet 60 at the stock clock of 1605mhz, struggles at it's boost clock of 1770mhz and struggles on it's unlocked nvidia boost 3.0/4.0 on stock voltages. Even if you lock the card at 1920mhz with a good voltage/temp curve and 100% fan speed to prevent throttling it still can't maintain a full 60 in either situation.
That's sastasha, empty with only the player character. In a town? Even when you're not being bottlenecked by CPU & memory bandwith you'll be bottlenecked on the GPU too at 4k, take a little chocobo ride from Ul'dah to Vesper Bay? You're not CPU bottlenecked there but you are GPU bottlenecked on max and you'll see decent drops on high too.
Raids & dungeons with players and enemies? You're gonna see drops.
These cards undervolted pull around 100-150w when UV and locked to their stock & boost clocks. When they're not UV they're pulling in the range of 140 > 180w and on the stock curves & voltages fully unlocked letting nvidia boost do it's thing the cards will generally pull around 175 right up to the 215w tdp.

When we look at the PS5's GPU it's listed as having a 180w TDP and from what I read it comes with a chonky 300w+ PSU for headroom.
With 180w TDP and performance in the range of a 2070 > 2080, if we assume it's close performance per watt then it won't hit 4k60 in that sastasha situation on max or high with the power it's got without resorting to dynamic resolution scaling and it certainly won't be able to keep that up in dungeons, raids, PVP & general adventuring. Even if the PS5 is optimised to be about as close to the PC's then it's not going to cut it.
This isn't to discourage the PS5 either, it's clearly capable. The console seems like a good bargain for money if you're into console gaming and I've never felt like the sweet mid range GPU upgrade has been more elusive with upgrade paths within the same TDP being minor upgrades for a stack of cash.

I'm stuck with my meme resolutions and how do I get round it? Optimising, aside from the usual undervolting I disable some of the performance heavy items, drop HBAO to normal or strong, get rid of the other heavy effects, bloom, transparency quality etc and I can hit 60 with DRS on or cap around a nice cosy 40 fps and use a 40hz profile on my TV or 40hz on a 120hz display. Seems cosy enough but my power bill's still high

After all this: I do actually agree the game could do with optimisation across every platform in the GPU area. Performance per watt & frame is quite high compared to other titles. Fidelity is subjective but performance per watt is objective and it is a bit higher than you'd expect even on PC.
The current dynamic scaler is jank, you'll experience drops & large frametime spikes as it adjusts, the filtering is kinda jank and honestly I'd rather have an option to set an internal resolution or frametime target instead of the checkbox we got.

Enjoy the wall of text, wanted to debunk misconceptions surrounding that performance range.
