Well technically it is possible (as in : the game does support it and the feature exists on the current version). Now it's more a policy decision rather than anything technical. If SE wants to allow us changing name, they can. But as usual, rules would be needed to avoid players griefing (create a mule with the name of someone you don't like) or avoid players who have been using a name since 1.x to lose it against someone who just joined, that wouldn't be really fair ><

As for City, no idea >< not even sure if that is supported?
